However because of large development in urban areas, most of the cities have serious traffic problems and negative environmental impacts, such as noise and air pollution, this is the cost in both growing and developed countries. These environmental factors reduce the economic competitiveness of a city and bring a change in the quality of life. The people living in the cities fall victims to these in the highly developed cities. The solution to this condition has become a demanding issue in recent years. For instance, a freight carrier with lower efficiency would affect the service quality of the system and hence increase the difficulties of management for administrators. At the same time, it would also reduce the satisfaction level of consumers and the trustworthiness of firms and increase the operation cost.
